Statement by H.E. Mr. Sven Jürgenson, Permanent Representative of Estonia to the UN at the UN Security Council Open Debate

“Cooperation between the UN and regional and sub-regional organizations: the role of States, regional arrangements and the United Nations in the prevention and resolution of conflicts”

Monsieur le Président,

Permettez-moi de féliciter la Côte d’Ivoire d’avoir assumé la présidence du Conseil de Sécurité ce mois-ci. Nous vous remercions d’avoir convoqué le débat d’aujourd’hui sur ce sujet crucial. L’Estonie s’associe à la déclaration de l’Union européenne.

La discussion d’aujourd’hui est très opportun: nous n’assistons qu’à une augmentation des conflits, mais plusieurs processus de paix traversent de graves difficultés, les accords de cessez-le-feu ne sont pas respectées et un nombre sans précédent de personnes sont déplacées de leurs foyers. Par conséquent, il est très important de souligner que notre responsabilité collective en vertu de la Charte des Nations Unies est de faire tout ce qui est en notre pouvoir pour éviter les crises par des moyens pacifiques.

Mr President,

The United Nations is the foundation of today´s multilateral architecture. Estonia is an advocate of maintaining a strong multilateral system and we have to keep strengthening it. Peace will only be sustainable if we address the root causes of conflict and help create conditions for development. We see clear benefits in a more integrated, flexible and coordinated United Nations. Estonia supports the Secretary General’s reform agenda. It is important to underline that reform agendas on peace and security, management and development should reinforce coherence and the OneUN and fit-for-purpose vision.

Political will is an essential component in creating and sustaining peace. We, the international community, need to redouble our efforts in finding ways to support and incentivize the willingness to move forward in conflict prevention and resolution. Cooperation and coordination with international, regional and sub-regional stakeholders is crucial in achieving that. African Union led peace operations, the MINUSMA, G5 Sahel and Barkhane cooperation in Mali, and the UN-EU Partnership on Peacekeeping are but a few examples of how such cooperation is necessary and how it makes a difference on the ground.

Mr President,

In order to advance beyond reacting to the ongoing conflicts, we need to step up and use all available means for prevention of conflicts. Studies, including the World Bank and the UN joint study “Pathways for Peace” have demonstrated that inequality and political, social or economic exclusion are among the most common reasons leading to internal violent conflict. Therefore, democratic governance, rule of law, protection of human rights and transparent, accountable state institutions are essential for achieving stability and peace. It is also crucial that we fully recognize and support the role of women and youth in sustaining peace.

I would also like to emphasize the role of the Peacebuilding Commission as a central actor in conflict prevention and peacebuilding in the UN system. Estonia had the privilege of being a member of the Peacebuilding Commission last year, and we very much support its broader focus. Additionally, Estonia has supported the Peacebuilding Fund since 2013. We believe that the PBF is an effective peacebuilding instrument by providing catalytic, fast and flexible assistance.

In conclusion, Mr. President, it is our collective responsibility to ensure that the UN as a whole and the Security Council live up to their responsibilities in securing peace in the world, especially through prevention and resolution of conflicts. Estonia is determined to make its contribution to that end. This is also the reason why Estonia is running for the non-permanent seat in the Security Council for the term 2020-2021.
